Assist Program Managers (PM) and Financial/Resource Managers (FM/RMs) to monitor the status of fiscal year (FY) funds; budget execution; and building financial plans and Program Objective Memorandums (POM) inputs. Prepare modification requests when budget adjustments, provide recommendations for handling unfunded requirements, and prepare financial analyses documentation on impact of funding cuts, initiatives, and disconnects as well as provide direct support for DoD directed financial reports. Assist in providing updated budget estimates and forecasts in support of the modernization programs that include revisions to the original baseline. Provide all the services found in a comptroller shop to include planning, programming, budgeting, executing (PPBE) and tracking data, cost estimating, financial analysis and financial reporting. Assist analysts in financial activities, and support specific tasks associated with and including Earned Value Management support. Assist in reviewing or proposing inputs to Requests for Proposal (RFP package documentation Provide training, updates, and problem resolution using Web Comprehensive Cost and Requirement (Web CCaR) and Defense Enterprise Accounting and Management System (DEAMS) subject matter expert support. Provide full-range cost estimating support for all programs and day-to-day operations under HBC management, including:
Building, updating, and maintaining program office estimates for all programs, collecting, analyzing, and managing cost data from ongoing programs, preparing Work Breakdown Structures and cost reporting requirements cost analysis support for Analyses of Alternatives, Business Case Analyses, and Economic Analyses Support cost estimate reviews by oversight official at all levels and organizations including, but not limited to, Air Force Cost Analysis Agency (or OSD as appropriate) Service Cost Positions (SCPs). Other duties as assignedQualifications/ Technical Experience Requirements Must be a US Citizen Top Secret (TS) clearance and eligibility to obtain access to Sensitive Compartmented Information (SCI) One of the following education/experience combinations:
BA/BS and a minimum of 10 years of relevant experience, 3 years of which must be in the DoD OR, 15 years of directly related experience, 5 years of which must be in the DoD Maintain proficiency with fiscal and appropriations laws. Familiarity with cost analysis tools and software. Requires working knowledge of other systems, such as, but not limited to, Project Management Resource Tools (PMRT), Life Cycle Management Process (LCMP), Wide Area Workflow (WAWF), Commanders' Resource Integration System (CRIS), and Automated Business Services System (ABSS) to help ensure systems are properly interfacing and to assist in identifying problems and working solutions between systems. Using CCaR and DEAMS, must understand how to build realistic multi-appropriation program office spend plans, track actual obligations and expenditures to spend plans and manage program office spend plans to continuously incorporate real-world adjustments. Expert knowledge on using CCaR to forecast, and track obligation, and expenditure rates against goals.All positions at Applied Research Solutions are subject to background investigations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
