Should possess formal training and/or education (Defense Information School or an industry certification) in Public Affairs concepts and techniques to support development of executive level, communication planning and strategy for senior executives in government and leadership positions.
Experience:
Experience in digital media strategy and assessment.
Demonstrates the ability to accurately research and develop public affairs plans and programs in support of the tasks outlined below.
The contractor shall possess experience in developing near finished quality presentations or products from attendance at meetings or handwritten notes.
Proficient in all aspects of conducting Public Affairs, including a broad depth of understanding of news media activities, community outreach principles, public affairs planning, communication strategy development, and website and social media development and execution.
Qualifications shall demonstrate experience taking verbal concepts and rough plans to develop into actionable strategies for senior leaders.
Location:
On-site, Offutt AFB, NE Full Time Clearance:
Minimum of Secret (S) security clearance or Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access (preferred).
For those without a TS/SCI, the ability to achieve upgraded security clearance immediately upon time of hire.
Responsibilities:
The Digital Media Specialist will provide digital media capability to support the following objectives:
Regular assessment (at least quarterly) of the command's digital media program and recommend adjustments to the strategy as needed; and Maintain constant awareness of the Information Environment (IE), immediately flag emerging issues/concerns, and provide recommendations to address them.
Planning:
The Digital Media Specialist will provide digital media services to include:
Provide direct analysis of the information environment; In coordination with USSTRATCOM PA, develop a digital media strategy in support of the command's communication and branding strategies, the Campaign Plan and the Commander's vision and intent; Fully integrate the command's digital media program into deliberate and contingency plans, recognizing that the task requires the synchronization and participation of key command communication stakeholders including, but not limited to USSTRACOM Commander, Deputy Commander, Chief of Staff, Public Affairs, Deterrence Messaging Working Group, Current, Future, and Information Operations, Strategic Planning and Policy, Joint Training and Exercises, Strategic Advisory Group, Components, Political Advisor (POLAD) State Dept representative, Commander's Action Group (CAG) and Foreign Liaison Officers, as appropriate.
Apportionment and Allocation:
The Digital Media Specialist will support the following:
USSTRATCOM communication strategy; USSTRATCOM branding strategy; USSTRATCOM-sponsored events and conferences; Commander, Deputy Commander, and Chief of Staff engagements; Contingency and crisis communication.
