Overview:
This position will support United States Strategic Command (USSTRATCOM) Public Affairs Office (PAO) capabilities to accomplish the command's national and international digital media strategy in support of the USSTRATCOM's Campaign Plan and branding and communication strategies as well as the Commander's vision and intent.
Digital media for this effort includes any media that operates in conjunction with various machine-readable data formats - including platforms interacting with paid media, owned media, and earned media.

Responsibilities:
The Public Affairs Specialist (Video/Photo) will prepare and produce digital broadcast products to support the USSTRATCOM Public Affairs Office.
The primary purpose of this position is for developing information concerning USSTRATCOM's mission, activities, and accomplishments for dissemination through a variety of communication channels to internal and external audiences.
Duties and responsibilities include but are not limited to:
Independently researches and writes scripts, interviews subject matter experts, shoots video and secondary footage (b-roll), and edits and produces finished broadcast-quality products.
Research topics, evaluate data, and interview subject matter experts to clearly and concisely present interpretive information.
Coordinates material with subject matter experts to ensure factual accuracy identifies controversial or sensitive issues and screens information to preclude compromise of material covered by the Freedom of Information Act (FOIA), Privacy Act, or security regulations.
Develops, produces, and disseminates digital media and other streaming video products for distribution to a wide audience on the internet.
Edits, revise, and produces video segments and other video products designed to serve as informational tools for use in presentations or for posting online.
Maintains video equipment to ensure it is in proper working condition and within the prescribed lifecycle management plan.
Develops creative communication solutions and align communication strategies and tactics to create sketches, storyboards, and graphics; provide content to social media platforms; produce still imagery, and written, audio, video, and multimedia information products; collect, analyze, and report media project and communication plan feedback and performance information; create media project plans; and develop content strategies, create data stories, and ensure communication products and experiences are designed to enhance understanding and credibility.
Develops and implements strategies to market and promote organizational video products through coordination with Public Affairs Offices (PAOs), DoD, and other entities as necessary.
Plan, prepare, execute, and assess media engagements.
Advise leadership if efforts should be discontinued, the emphasis changed, or expanded.
Determine the appropriate methods for communicating with diverse audiences to achieve the commander's strategic communication goals and objectives.
Design and produce written, oral, and visual communication products to effectively reach target audiences.
Performs other duties as assigned.

Experience:
5 years of Public Affairs experience Skills An elevated level of knowledge regarding a wide range of principles and methods of written, oral, and visual communication and expert skill in applying these methods in conducting various public affairs programs involving public information, internal information, and community relations activities for internal and external audiences.
This includes Knowledge of the principles, methods, practices, and technology of audio and video editing.
Able to develop audio and video products in various formats, electronic and otherwise, taking concepts of Public Affairs and readily conveying that information in a focused, visually compelling manner.
Able to develop themes and craft video products for presentations by Senior Leaders and others.
Knowledge of the principles, methods, practices, and technology of visual communications, and skills in applying such knowledge to develop information and materials for dissemination through a variety of communication channels to a large variety of clients.
Knowledge of Department of Defense Public Affairs activities.
Knowledge of applicable regulations and policies pertaining to the release of information to national and local news media and the public to screen information to preclude compromise of material covered by the Freedom of Information Act (FOIA), Privacy Act, or security regulations.
Must be aware of national news media outlets and contacts.
Must possess a thorough knowledge of the practices and techniques used in the photographic field; and be able to determine the best approach to the many and varied technical problems encountered in the highly specialized photography required by DoD and other clients.
Knowledge of and a thorough understanding of graphic and desktop editing/publishing software as well as the ability to utilize such software across several platforms and operating systems.
Skill in determining the most appropriate imagery and effectively using the most efficient means of distributing and transmitting visual imagery to communicate with targeted audiences.
Skill in the acquisition of imagery and development and maintenance of a database to ensure prompt retrieval of imagery to meet the needs of supported activities.
Skill in computer technology to transfer conventional photography to electronic images and distribute through transmission, electronic images to various groups and the appropriate channels to reach this audience.
Conventional photographic knowledge to determine appropriate color balance, and density to make needed computer electronic adjustments resulting in a quality image for printing or other dissemination.
Skill in video technology to select footage of good technical quality that would blend with other selected videos to edit and produce footage to show the subject matter in a technical video type that is aesthetic and accurate in the final product.
Skill in the analysis of broadcast news items in relation to Public Affairs effectiveness, public perception, and the conveyance of strategic communications goals.
Knowledge, skill, and ability in verbal and written communication to research and write scripts, conduct interviews with subject matter experts, develop audience profiles; create sketches, storyboards, and graphics; analyze and report media projects and communication plan feedback, etc.
Skill in establishing and maintaining effective working relationships with others to promote broadcast video products, interview subject matter experts, provide training, coordinate policy and procedures, exchange information on emerging technologies, etc.
Skill and ability in drawing appropriate conclusions from conflicting data including determining what kinds of information are needed and ways of collecting the data.

Estimated Salary: $20 to $28 per hour based on qualifications.
